Uddevalla Municipality - AI as support in a new governance model

As part of developing a new governance model, Uddevalla Municipality has started testing Stratsys AI. The aim is to give managers better conditions to work more consistently, make decisions based on stronger insights and make governance work in practice.


Uddevalla Municipality is located in Bohuslän, where the Bäveån river flows into Byfjorden. It is a municipality shaped by contrasts: between urban and rural areas, coastal surroundings and nearby forests. With 57,000 inhabitants, its operations span many different areas.

The breadth of the organisation places high demands on coordination, clarity and governance. In December 2024, the municipality therefore took the first step towards a unified governance model by mapping its processes and establishing a clear project organisation.

The governance model before the system

The ambition behind the new governance model was to create a unified structure where planning and follow-up, risk and control, systematic work environment management and finances are connected. The challenge was to make these parts work together in practice.

To ensure that all parts interacted and reached the whole organisation, the municipality chose to start by putting the model in place, rather than beginning with the system support, explains Malin Witt, Business Developer at the municipality.

- We were keen not to go straight into Stratsys, but to first map out how we wanted to work. We needed to identify the points of connection and see where the different parts fit together. This allowed us to build the way of working in the system in the same way as we had defined it in the organisation, says Malin.

The system support follows the structure defined by the municipality itself. This makes it easier for users to recognise the way of working and apply the same logic across the entire governance model.

Stratsys AI as support for analysis

In parallel with building the governance model, Uddevalla began exploring how AI could be used in Stratsys to support governance. As part of Stratsys’ early test group, they had the opportunity to test the functionality at an early stage.

The focus was on strengthening analytical capability across the organisation. As the approximately 250 managers had varying levels of experience, it became important to create more consistent support for analysis, regardless of experience level.

The idea was not for AI to replace the managers’ work, but to help them move forward with suggestions, summaries and a better starting point for their own analyses.

The AI support also enables a more unified way of working. Over time, for example, it could act as a bridge between different parts of the governance model, connecting planning and follow-up with areas such as risk and control and systematic work environment management. In this way, governance can be managed in a more connected way.

Potential in the analysis work

To turn the opportunities into practice, the work to introduce AI support across the organisation began.

This work is still ongoing. During the spring, training sessions are being carried out, followed by practical workshops where managers can test the functionality in their day-to-day work. In the autumn, the work will continue in a more concrete and hands-on way, with a focus on making the benefits visible in practice and then evaluating usage.

The AI support has the potential to give managers in Uddevalla a better starting point in their analysis work. Instead of starting with a blank page, they can continue working from suggestions and supporting information already available in the system. This makes it possible to gather and work more structurally with information that was previously scattered across the organisation, not least in the form of governing documents and different regulations. Stratsys AI can help improve the quality of analyses and create a more consistent way of working.

AI as support in governance

For Uddevalla Municipality, the work is fundamentally about making the governance model work in practice. Moving from a structure on paper to a way of working that is actually used across the organisation.

- AI is the future, and we need to keep up. Otherwise, employees will use other tools. It is better to be able to offer support that is both secure and connected to our own governance, says Malin.

For Uddevalla, AI is not a goal in itself, but a support in development. A way to help managers work more consistently, make better decisions and approach analysis with greater confidence.

The work is still at an early stage, but one thing is already clear. The combination of a governance model, system support and AI gives Uddevalla better conditions to make governance work in practice.
