Why are some headings in the report already marked as complete?

Headings that are retrieved from scorecards are marked as complete when there is nothing the user needs to do. If the heading does not contain an imported comment or text box, it will automatically be marked as complete.

This also applies if the administrator has created a report section and later added a comment property or a new text field. The headings that were marked as complete when the report section was created will remain marked as complete. However, it will be possible to click on the heading and uncheck the completion box to make the necessary corrections.
